West Virginia Lighting Upgrade Incentives for Multifamily Properties

  • The West Virginia Office of Energy administers two rebate programs funded by the U.S. Department of Energy:

    Home Efficiency Rebates (HER): Offers funding to reduce the initial cost of energy efficiency upgrades in both single-family and multifamily homes.

    Home Electrification and Appliance Rebates (HEAR): Provides funding for high-efficiency home appliances and equipment in both single-family and multifamily homes.

    These programs aim to help residents install energy-efficient technologies and perform upgrades to existing structures that will help cut down on energy costs. As of January 17, 2025, the state has received implementation funds, but they are not yet available for disbursement. Updates will be provided on the West Virginia Office of Energy website.

  • TakeCharge WV offers a program aimed at reducing energy consumption and educating residential customers about the energy-saving benefits associated with energy efficiency in the home. The program targets opportunities that are proven to save energy, reduce consumption, and protect the health and safety of occupants while helping to lower their electric bills.   • FirstEnergy offers energy efficiency programs to landlords and building owners with income-qualifying tenants. These programs include individually metered and master metered multifamily programs, as well as common area energy-efficient upgrades. For more information, visit FirstEnergy's website.

  • The West Virginia Housing Development Fund encourages developers to include energy-efficient HVAC systems, appliances, and other measures to reduce energy consumption in affordable housing projects. For example, the Low-Income Housing Tax Credit Program requires a property architect to assess "any and all green and sustainable features" that are part of new construction or rehabilitated buildings, including energy-efficient lighting fixtures.
