  • Oregon's Central Electric Cooperative (CEC) provides a rebate of up to $1,000 per Level 2 charging port to retail, workplace, multifamily and fleet customers. CEC customers may also be eligible to receive additional funding for owned or leased EVs.

  • Columbia River PUD offers its commercial customers a rebate of up to $1,000 per port for Level 2 or Level 3 electric vehicle chargers. Customers are encouraged to contact Columbia River PUD with questions regarding the program.

  • Douglas Electric Cooperative offers a rebate up to $1,000 for customers who purchase a Level 2 or DC fast charger and install it at their business. The maximum incentive per location is $6,000, or a maximum of six ports installed. Rebates may not exceed 100% of the total project cost.

  • EWEB's Smart Charge Rebate for commercial customers can help offset the purchase and installation cost of a qualified Level 2 public charging stations with $1,500 rebate per port and $2,000 rebate per port for qualified multifamily affordable housing sites. Public single-port DCFC qualify for a $10,000 rebate per station and multi-port DCFC qualify for a $15,000 rebate per station.

  • Round 3 of the Oregon Department of Transportation (ODOT)’s Community Charging Rebates Program will open on December 17, 2024. This program will provide $2.75 million in rebates with funding amounts ranging from $3,500 - $6,250 per Level 2 charging port or up to 75% of eligible costs. Eligible applicants include private, non-profit, and government entities and 70% of funding will be reserved for locations within priority communities, including disadvantaged or rural communities. Applications will be accepted on a first-come, first-served basis until April 3, 2025, or until all funding has been allocated.

  • Oregon Trail Electric Cooperative offers business customers a rebate for Level 2 or DC fast chargers installed at their business. Customers installing Level 2 chargers are eligible for up to $250 per charger and up to $2,000 for DC fast chargers.

  • The PGE Business EV Charging Pilot Program may provide PGE non-residential customers who install Level 2 EV chargers at your commercial property a rebate of $1,000 per port (chargers typically have one or two ports) to help offset the cost. Income-eligible multifamily properties may get up to $2,300 per port.

Oregon Lighting Upgrade Incentives for Multifamily Properties

  • Energy Trust of Oregon offers cash incentives to multifamily property owners for upgrading outdoor lighting fixtures to energy-efficient options. These incentives are designed to help reduce energy consumption and lower operating costs. Property owners can receive cash incentives for installing energy-efficient lighting equipment and controls, with the potential for up to $250,000 per site per year. The program includes options for self-installation through participating distributors, as well as no-cost lighting upgrades for eligible small businesses. To participate, property owners should work with a trade ally to scope the project and identify appropriate incentives. The program is available for projects completed by December 1, 2025.

  • The Oregon Multifamily Energy Program (OR-MEP), administered by Oregon Housing & Community Services, supports energy-efficient upgrades in affordable multifamily rental properties. The program offers cash incentives, design assistance, and coordination with other programs to reduce energy burden for Oregonians living in affordable multifamily housing. The next round of OR-MEP funding will be available in July 2025. Eligibility includes existing or new construction multifamily rental properties with at least five residential units per building, served by Pacific Power or Portland General Electric, and heated by a hard-wired electrical heating system.

  • Under the federal Inflation Reduction Act, Oregon offers the Home Energy Rebate Programs (HOMES and HEAR) to support energy efficiency improvements in multifamily buildings. The HOMES program provides rebates covering 50% to 100% of project costs, up to $10,000 per project, depending on household income. The HEAR program offers rebates covering 50% to 100% of project costs, up to $14,000, for low- and moderate-income households. These programs aim to enhance energy efficiency and reduce energy costs for qualifying multifamily properties.

  • EWEB offers a Commercial Lighting Rebates Program for businesses, including multifamily property owners, in the Eugene area. The program provides rebates for energy-efficient lighting upgrades, with an additional 25% bonus on top of standard rebates for projects completed by September 1, 2025. This promotion aims to encourage timely adoption of energy-efficient lighting solutions.
