Illinois EV Charging Incentives for Multifamily Properties

ComEd's Business Make-Ready Program offers rebates on make-ready infrastructure, whether located on the customer side or ComEd side of the meter for Level 2 chargers and DC fast chargers. Make-ready infrastructure includes costs required to make the site ready for EV charging on both sides of the ComEd meter. EV chargers, also known as EVSE, and mounting equipment/pedestals are not eligible for program rebates.

The City of Naperville is offering rebates for the installation of Level 2 or 3 Electric Vehicle Charging Stations up to $500 for non-residential use and residential use. The completed application and all required documentation must be submitted within six (6) months of installation.

Illinois Lighting Upgrade Incentives for Multifamily Properties

Ameren Illinois provides free energy assessments for multifamily properties with three or more units. Eligible properties can receive free energy-saving products such as LED lighting for individual units and common areas, showerheads, faucet aerators, advanced power strips, smart thermostats, and hot water heater pipe insulation. Income-qualified properties may also receive additional services like weatherization and insulation upgrades. To participate, property owners or managers can schedule an assessment through the Ameren Illinois Energy Efficiency Program website.

ComEd offers the Multi-Family Energy Savings Program (MFESP) for multifamily properties in the Chicagoland and northern Illinois areas. This program provides energy-saving services including free energy assessments, direct installation of energy-efficient products, rebates for lighting upgrades, and contractor management. The program serves all multifamily building types, including public housing, income-eligible, and market-rate properties. To participate, property owners or managers can contact ComEd or visit their Energy Efficiency Program website.

The Illinois Energy Efficiency Small Business & Multi-Family Loan Program offers loans ranging from $500 to $150,000 to help pay for gas and electric utility improvements in commercial, multifamily, and mixed-use properties. Eligible improvements include lighting upgrades, HVAC systems, and insulation. To apply, property owners can visit the City of Chicago's Sustainable Development Incentives website.

he Retrofit Chicago Multi-Family Residential Partnership provides free energy assessments and assistance with energy efficiency projects for multifamily buildings. Eligible upgrades include lighting, weatherization, smart thermostats, appliance replacements, and HVAC systems. To participate, property owners can contact the City of Chicago's Sustainable Development Policy office.

Under the federal Inflation Reduction Act, Illinois is developing two rebate programs to assist with energy efficiency upgrades:
Home Energy Performance-Based Rebates (HOMES) Program: Provides rebates ranging from $2,000 to $8,000 for individual households and up to $400,000 for multifamily buildings based on energy savings achieved through retrofits.
High-Efficiency Electric Home Rebate Act (HEEHRA) Program: Offers prescriptive rebates on a percentage of the cost for efficiency projects, with a rebate cap of $14,000, based on household income.
These programs are expected to roll out by mid-2025. Property owners interested in receiving program and application information as it becomes available can sign up through the Illinois Energy Office.
